2478890 - EEM Dashboard(s) have grey values - EEM Scripts are not running

Symptom

After perform the configuration of a EEM script and deploy it in a robot, it seems that the script is not being executed. The EEM Dashboard has grey values / icons / metrics for the script.

In the eem.log of the EEM robot (SMDAgent) the following error is shown:

May <date_time> PM [Thread[EEM WsNotifyQueue,5,main]] Error      com.sap.smd.eem.executor.wsnotify.WsNotifierST.doNotification notification call failed for URL http://<solman_host>:<abap_icm_port>/sap/bc/srt/scs/sap/ai_eem_bulk_notification_st?sap-client=<xxx> (user: SM_EXTERN_WS)
[EXCEPTION] com.sun.xml.internal.ws.client.ClientTransportException: The server sent HTTP status code 503: SRT: Service is no available: ("The called service is temporary isolated and cannot process requests for the time being.")
