This KBA explains how a customized Value List or Scale can be created.
Attention: Value List and Scale here both refer to the same proficiency used to identify the level of a qualification or a target, etc. They are just different ways of calling the same concept under different situations. The only difference is that when used in appraisal documents it is usually called as Value List, while in qualification it is called as Scale.
