ABAP Dictionary objects are the repository objects that can be maintained using transaction SE11. From SAP_BASIS release 740, a new type of dictionary object ABAP CDS Views was delivered, which can only be maintained in ABAP in Eclipse" which is also called ADT(ABAP Development Tool).
Each dictionary object has the corresponding runtime object. Some types of dictionary objects like tables and database views, have their corresponding database objects as well. In ABAP runtime environment, the runtime object and the database object must be consistent with the dictionary definition. Inconsistencies would lead to problem during system operation.
During transport and system maintence(system update/upgrade), It is normal to have inconsistency between them in some individual update steps. But in some situations, such inconsistencies are not acceptable.
