2422567 - No Product Version available for Logical Component in SMSY

Symptom

When trying to add a logical component to any solution in transaction SMSY.  The following error is observed.

"No relevant product instances defined for product system (SID)"

You also notice that the logical component does not have an assigned Product Version.
