2367066 - Decimal Format Not Consistent In PO Outputs

Symptom

Decimal format is not consistent on Purchase Order (PO) outputs across EU vendors. For example, for some EU vendors (i.e. BE) PO output preview displays 2.500 kg instead of 2,500 kg, whilst PO against DE vendor displays 2,500 kg on PO and PO output preview.  Country format is the same in T005X table for BE and DE countries.
