2315186 - SAP ASE can't start with error "NT operating system error 5" and "Access is denied"

Symptom

Windows ASE can't start with following error.

00:0000:00000:00000:2016/04/27 18:31:21.61 kernel NT operating system error 5 in module ’winx64\ksource\blkmem\osmntmmap.c' at line 605: Access is denied.
00:0000:00000:00000:2016/04/27 18:31:21.61 kernel os_create_region: CreateFileMapping for file 'D:\sybase\SY1\ASE-16_0\SY1.krg' on mapping 'Global\SY1.krg' failed.
00:0000:00000:00000:2016/04/27 18:31:21.61 kernel kbcreate: couldn't create kernel region.
00:0000:00000:00000:2016/04/27 18:31:21.61 kernel kistartup: could not create shared memory


This error might occur when ASE is automatically restarted by the syconfig.exe utility or you start the ASE from RUN_Server file(RUN_XXX.bat).
