2314100 - Garbled Japanese characters in the incidents created in Support Portal

Symptom

The Japanese characters are garbled when the incidents are accessed from the SAP LaunchPad.
The issue only occurs in the incidents created in the old support portal. For the incidents created in the SAP LaunchPad, they don’t have this problem.
