Symptom

During ABAP import phase of new system (IDES) installation, standard system copy - or Unicode migration - using sapinst (SWPM, SAP Note 1680045) with R3load based system copy option the package load fails with the following error, which can be found in the package-logs, (../<sapinst_instdir>/../<SAPTABART>.log):
