2292006 - Error "java.io.FileNotFoundException: /<installation directory path>/config.tpl (No such file or directory)" during execution of Software Provisioning Manager

Symptom

Software Provisioning Manager tool stops with the following error:

sapinst_dev.log

An internal installation error occurred in function: NWdb2DBConfigXML.writeConfigXML.
(Internal Error. See /<Installation Directory Path>/writeInitialConfigXML.log for more information.)

The file writeInitialConfigXML.log shows the following error:
