2252462 - SUM - INIT-SIC-ENCRYPTED-STORAGE step fails with FileIOException

Symptom

An EHP/SP update on a SAP NetWeaver based system using Software Update Manager(SUM) fails during INIT-SIC-ENCRYPTED-STORAGE step with the following error in the latest step log file

<SUM>/sdt/log/SUM/INIT-SIC-ENCRYPTED-STORAGE_xx.LOG

Oct 28, 2015 5:15:57 PM [Error ]: The following problem has occurred during step execution: com.sap.sdt.util.usecase.api.ServiceProviderException: Error while initializing J2EEDataModel object.

Class com.sap.security.core.server.secstorefs.SecStoreFS method createStoreWithEncryption has thrown the exception com.sap.security.core.server.secstorefs.FileIOException

com.sap.security.core.server.secstorefs.FileIOException: I/O error on file "/usr/sap/<SID>/SYS/global/security/data/JUpgrade.key".

java.io.FileNotFoundException: /usr/sap/<SID>/SYS/global/security/data/JUpgrade.key (The file access permissions do not allow the specified action.)
