2239829 - Reward Rule in Loyalty Management doesn't work

Symptom

Loyalty Management is set up and a new Loyalty Program is created with its corresponding Rules. After assigning a Membership and generating a new Member Activity, the former set up Rule is not beeing executed.

For example, the Member is not receiving any Points or Tier Level changes.
