2227898 - Holding status: finding the blocking message

Symptom

You have a scenario with EOIO (Exactly Once In Order) as QoS (Quality of Service).
You notice that all messages are stuck in HOLDING status. When you try to resend/cancel them, the system prompts that it is not allowed.

You want to know how to get rid of this status and process or cancel these messages.
