2145987 - Action not executed when creating new transaction

Symptom

When we create a new transaction from scratch on WebUI, the action is not executed immediately though the schedule and start conditions are met defaultly. For example, we have maintained no schedule or strart conditions for the action. However, this action is executed when we expand the Action assignment block.
