2113013 - SySam 2.0 - Error message during starting sequence : Failed to obtain license(s)

Symptom

SySam environment is configured to use the served mode.

With this configuration, the Sybase SAP product connects to the SySam licenses server to obtain a valid license when it starts.
The start of the product fails with a message like:

I. 2014/11/28 13:23:55. SySAM: Failed to obtain license(s) for REP_SERVER feature from license file(s) or server(s).
I. 2014/11/28 13:23:55. SySAM: Invalid license file syntax.
I. 2014/11/28 13:23:55. SySAM: License feature name:  REP_SERVER
I. 2014/11/28 13:23:55. SySAM: License search path:   /SYBASE_PATH/REP157/SYSAM-2_0/licenses/license.lic:
I. 2014/11/28 13:23:55. SySAM: FLEXnet Licensing error:-2,413
I. 2014/11/28 13:23:55. SySAM: For further information, refer to the Sybase Software Asset Management website at http://www.sybase.com/sysam
I. 2014/11/28 13:23:55. SySAM: WARNING: Replication Server will shutdown on Tue Dec 09 10:35:23 2014, unless a suitable REP_SERVER license is obtained before that date.
