1863773 - Error "Could not connect to server, try it again later" while accessing SSM application - SSM 10

Symptom

An error "Could not connect to server, try it again later" prompts up while accessing SSM applications (eg. Scorecard, Strategy, etc). However, if testing the model connection through SSM Admin > Administration > Manage Models page, it looks like the model connection is working fine.
