When you try to open a task from the task list, you get the generic error message:
"Unable to open the task because of technical issues; contact your system administrator for more details"
If you look in the defaulttraces for details, the reason is that the Galaxy is in a non-operational state:
java.lang.IllegalStateException: The Galaxy is currently in a non-operational state (OFFLINE), please check back later.
