1761855 - SDM is not starting and not visible in monitoring tools

Symptom

The system is restarted, but SDM process is not starting and cannot be seen in monitoring tools (JCMON, MMC). SDM is starting fine in standalone mode. Sdm traces in folder  \usr\sap\<SYSID>\<INSID>\SDM\program\log contains the following exception: "ERROR: Could not establish connection to server <host> at port 5<InsNo>18: Connection refused: connect".
