3111992 - Universe based reports not working with SNC

Symptom

  • While refreshing Web Intelligence report based on the legacy UNV universe (SSO authentication), appears the error: The following database error occurred: Unable to connect to SAP BW server 00024rabax during sapgui logon#######################################################. For information about this error, please refer to SAP Knowledge Base Article 2054721 on the SAP Support Portal. (IES 10901)
  • If logged in with SAP user/password secondary credentials is working, but SNC is failing for users logging in with enterprise or AD. 
  • We have confirmed that BICS (direct connect to BW) is working in both cases with SNC enabled or disabled (in this case SNC is used for encryption not SSO)
  • We have confirmed that while SAP development will not support cybersafe SNC directly, if cybersafe can make it work it would be acceptable 
  • Error in BI webi logs was "Unable to connect to SAP BW server SNC name of the partner system not in ACL system"
  • Error in the BW logs was "error 12 ACL entry for SNC-secured server-server link is missing"
