3089440 - Dispatcher Utility cannot connect to IDM DB

Symptom

Dispatcher Utility is unable to connect to IDM DB. After logging with the MXMC_admin user the message "Not Connected" is displayed at the bottom of the GUI. Possibly you are unable to select any of the tabs in the GUI e.g. File, Dispatcher, Tools.
