Starting on UI Theme Designer version 1.64, new permissions are required to publish custom themes and to edit custom CSS.
Users that only have the Theme_Editor role will not be able to see the "Publish" button on the home page or the "Save & Publish" button under the "Theme" menu. Those same users will not be able to edit custom CSS under the "CSS" tab or even see the CSS tab - if the custom theme has no CSS yet.
Possible views for an user without the new permission to add custom CSS:
