When creating a Phone Call 123 (123 represents phone call ID), you noticed that the participants are determinated differently from the Business Configuration.

Reproducing the Issue
- Go to Customers work center, Accounts view.
- Open Account ABC (ABC represent account ID) and go to Activities tab.
- Click to create a new Phone Call 123.
- Notice that the determination for the Participant is Account's ABC Primary Contact.
When you create the activity from the Account, it will copy the Primary Contact. This is the expected behavior.
This behavior should change at release 2105, so users will be able to "switch off" this behavior through business configuration.
