3066094 - DBA user fails to connect to IQ database due to "max_failed_login_attempts" even after duration by "root_auto_unlock_time"

Symptom

Not able to log on IQ database with following error by "DBA" user.

'dba' with "DBA" authority was locked by "max_failed_login_attempts" login policy option. But 'dba' user should be unlocked automatically after duration by "root_auto_unlock_time" (default 15 minutes).
However, 'dba' couldn't connect to IQ database with following message even after duration by "root_auto_unlock_time".

$ dbisql -c dsn=DBA_DSN -nogui
Could not connect to the database.
Invalid user ID or password
SQLCODE=-103, ODBC 3 State="28000"
