Symptom

While installing an Oracle SBP with mopatch, one can see below status at the end of the mopatch log:

--NOTE: This issue can happen with any RDBMS Release combined with any SBP! --

Failed to check completeness of OPatch inventory.  It does not
contain all patches of SBP 19.11.0.0.210420 202105V2.
