3048654 - Impossible to find the EPMXLClientAddin after an IBP Addin Installation

Symptom

- When upgrading IBP to 2102.3, EPM Add-in is raising error "Impossible to find the EPMXLClientAddin" ONLY after the IBP addin installation completes.
- On clean installs of EPM add-in WITHOUT the IBP addin, the BPC / Excel launch works fine.  No errors
