When trying to create multiple competencies via import, only the first competency is created, and for the others the below error is displayed:
"1. ERROR: The content(s) (identifier:Competency:00000000) to be imported are duplicates. Neither of the rows imported successfully."

Reproducing the Issue
- Try to create new competencies via import.
- After the import is triggered, to go Monitor Job.
- See that only the first competency is imported successfully.
This issue does not affect edit of existing competencies, you can still mass edit existing competencies via import.
This is a known issue, that has been identified by our engineering team, and it is planned to be fixed in the 2h 2021 release.
In the meantime, we recommend that new competencies are created through the UI.
Another workaround would be to create one competency manually, exporting it, and immediatly after, create the other competencies including their GUID in Sequence of the one you just manually created. In case your competency created via the UI has GUID 10, the new ones you import should have GUID 11, 12, 13 and so on.
