You are trying to have different plants outside of the main country of the company code.

You are trying to create an Intercompany Billing process for plant abroad scenario.

SAP S/4 HANA Cloud

Based on intercompany sales order processing flow (scope item 1MX)

1. Create a Sales Order and its Delivery document.

2. You will be able to successfully create the external Invoice.

3. On the Intercompany Billing document tax code will not be correctly as expected.

In S/4 HANA Cloud systems it is currently not possible to have plants outside the main country of the company code.

The only way to achieve a workaround is by having separate company codes for plants abroad. A plant located in a  country should be assigned to a company code from the same country. As innovation of SAP Cloud a solution for such scenario is currently planned until end of this year(2021).
