3010960 - MDF on PP3: Record merged with future dated record when inserting new time slice

For any MDF Portlet on PP3 UI - if a user adds record on current date and then subsequently adds another record for a future date, todays record is lost/updated/merged.

Example portlets where this occurs are Payment Information and Alternative Cost Distribution.
