3003531 - SAP System installation failed "ERROR: data conversion failed. rc = 2" with Oracle Database

Symptom

New system installation failed using Software Provisioning Manager (SAP Note: 1680045) in ABAP import phase by the packages for Pool/cluster tables with the following error, which can be found in the package-logs, (/<sapinst_instdir>/<SAPTABART>.log):

e.g. DOKCLU.log:

myCluster (127.25.Imp): 706: error when retrieving field description for physical table DOKCLU.
myCluster (127.25.Imp): 709: return code received from nametab is 32
myCluster (127.25.Imp): 297: error when retrieving physical nametab for table DOKCLU.
(CNV) ERROR: data conversion failed. rc = 2
