Candidates with privacy option "Only Recruiters managing jobs I apply to" are not searchable in the system.

For the privacy option "Only Recruiters managing jobs I apply to", there’s no search feature available. The candidate profile is visible only when coming from the application page. But the operator (or teamOperator) can’t search for the same candidate in the candidate search page. With this option, we have visibility but not searchability.
