2997420 - Billing block descriptions in the "Define Blocking Reasons for Billing" configuration step (ID 102358) were overwritten due to the upgrade to SAP S/4HANA Cloud 2011

In the "Define Blocking Reasons for Billing" configuration step (ID 102358), the "Billing Block Description" was changed from the predelivered description to a new, user-defined description. However, after the upgrade to SAP S/4HANA Cloud 2011, this description was overwritten with the initial, predelivered description.
