2997085 - Error Adding Pay Component - 2H 2020

Since 2H 2020 a blank error is thrown when attempting to add a Pay Component for a user via History.

Browser debug will show: Assertion failed: could not find any translatable text for key 'The employee doesnt have permission for the {0} action for the {1} pay component

Same error may be encountered during hire process.
