Which configuration determines the rating scale that is used for the Gap Graph section of the Career Worksheet?

The Gap Graph utilizes the rating scale that is configured on the Career Worksheet XML Template.  This is defined for the Field Definition ID "last_rating"

Please refer to this example:

<rating-scale rate-on-form-option="false" default="true">
<rating-scale-id>Default Scale</rating-scale-id>
</rating-scale>

In this configuration, the rating scale defined is Default Scale.  Thus the scale within the instance with this ID is what the Gap Graph will utilize.
