Resolution

The ReassignOCNCourseItemToStudentApmJob is tied up to the Open Content Network Content Synchronization Automatic Process (SynchronizeOCNCourseApmJob). Once the synchronization updates the OCN courses the ReassignOCNCourseItemToStudentApmJob is triggered, this is not visible in the UI.

Open Content Network Content Synchronization Automatic Process is the APM that can be seen and scheduled in the UI.
