2982101 - How to disable IFCID 400 trace

Symptom

Although Static SQL (IFCID 400) tracing is not enabled in the Alert Router you observe excessive SMF data growth.

You then disable Static SQL tracing (IFCID 400) using z/OS command 'STOP TRACE' but  the Alert Router keeps re-enabling it.
