2981339 - Can Transport Requests be Created from a System in Planned Downtime?

Symptom

A transport request needs to be created for a managed system which has a workmode "Planned Downtime" in the IT calendar. When trying to create the transport, an error is encountered:

Diagnosis
A system in Landscape Management (LMDB) can have a different lifecycle
status and different work mode in the Work Mode Management(WMM) .
Depending on the lifecycle status and work mode type, some functions of
Change Request Management might not work. As an example, when you want
to create a transport request in a managed system from SAP Solution
Manager via RFC, the managed system must have the lifecycle status
'Active' and the work mode should not be “Planned Downtime”.

Procedure
Check the status of and determine whether it is currently ready for use.
Make sure that the correct lifecycle status has been defined in
Landscape Management (LMDB) for. Meanwhile make sure the work mode of
the system is not in the “Planned Downtime” in the Work Mode
Management(WMM).
