When admin tries to add a user from a closed class, validation error appears.

Reproducing the Issue
1. Close a class by going to Learning> Class> Actions> Close. Fill out the required details.
2. On the same class> registrations> Add users> Add Users.
3. Select a user then Add.

This is an expected behavior.
Closed classes indicate that you have recorded attendance and recorded completion statuses. When a class is closed, other administrators cannot register new participants by accident and learners cannot self-register.
Since this is working as expected, you may submit an enhancement request to allow users to be added in a closed class or have an option to re-open the class.

If in any case, user needs to have completion on the class, admin can record a manual completion by going to Users> System Management> Add Learning History for Multiple Courses> select class on What kind of learning do you want to add to history?> search for the class ID and search for the user to be recorded. Complete the process by adding the completion status/grade then submit.
