2945061 - UME not working after upgrade to NW 7.5 SP18

Symptom

After upgrade to NW 7.5 SP18, the UME is not working. It gives an error "An error occurred; contact your system administrator" in every operation (search, insert, etc).

In addition, the following error is logged in the trace files:
