2944807 - "Color Fill for Editable Cells" applied for un-booked and empty cells

In a table, when setting the option "Color Fill for Editable Cells" to .e.g. light yellow, we can format the cells nicely that users are allowed to edit.

However, in an empty report (no rows) we still see that Color Fill applied and this leads to confusion with end users.
This can happen when the user has no read access to the members in rows, or when there are no booked values when the table is configured to show only booked values.
Of course, a user cannot update a cell with no member in rows. So the Color Fill in these cases is applied incorrectly.
See the video and attached word for more details.

Reproducing the Issue

1) add a table connected to a planning model, put some dimensions in rows and columns and make sure you only see empty cells and unbooked data.

2) change the styling 'Color Fill for editable Cells' to light yellow, notice the editable cells become yellow, so indicating that they are ready to receive input entries

3) switch your row dimensions to 'booked' mode without entering any values

-> notice an empty 'light yellow' row... it looks like you can enter values there, but you can't... this is the confusing part for end users.

This issue is a bug.

This issue is fixed in version 2020.21. It will be deployed in QRC4.
