The activation of a Transport Request fails in Target tenant with the error:
"Cannot create business role 'XYZ' as it already exists"

Reproducing the Issue
- Prepare a Transport Request (TR) through Transport Management in the Administration work centre.
- Assemble and transport the TR in the source tenant.
- Attempt to activate the TR in the target tenant.
- Activation fails with an error (for example, above in the case of Business Roles).
The option to update an existing object in a target tenant is not provided for the following objects:
- Business Roles
- Local Form Templates
The only option aside from updating the object manually in the target tenant would be to delete the object in the target tenant before transport.
