2915618 - Netweaver won't start after Oracle Client 19c Update

Symptom

Following a database upgrade from Oracle 12.2.0.1 to 19.0.0, and a client upgrade from Oracle Instant Client 12c to Oracle Instant Client 19c, SAP Netweaver will no longer start.  In the Work Process Developer Trace, the following error is seen:

Library 'E:\usr\sap\EQ1\D01\exe\dboraslib.dll' loaded
B  Version of 'E:\usr\sap\EQ1\D01\exe\dboraslib.dll' is "722.00", patchlevel (0.900)
B  con_info_ext_support(): DBSL supports extended connect protocol
B    ==> connect info for default DB will be read from ssfs
C  dbs/ora/stmt_cache_size = 250
C  SQL retry delay period set to 2000 ms.
C  dbs/ora/array_buf_size = 1000000
C  Prepending E:\usr\sap\EQ1\D01\exe to Path.
C  Register application info.
C  *** ERROR => Couldn't initialize Oracle client, please check installation!

This server can be started if the Oracle Instant Client is rolled back to 12c.
