When a Notification is sent via Workflow, the Timezone is always displayed as UTC and not as the timezone maintained in the User Profile of the Recipient.

Reproducing the Issue
Pre-Requisite: You have set up a Workflow Rule of the Type Notification, in which the text includes a Placeholder that reflects a timestamp
- Perform the Action that triggers the Workflow Rule.
- Log in to the system with the User who receives the Notification.
- Select the Notifications button.
You can see that the Timezone is shown as UTC, although the logged in User has a different timezone maintained in their profile.
For the workflow rule of type notification, the system always shows the timestamp in UTC. This is the expected behaviour.
The subject of the task cannot be changed to show the timezone as per personalized time stamp, because at task level there is a possibility that for one task instance, there are multiple responsible employees. Actions performed by any of the responsible employees can modify the status of the task.
All the responsible employees can have different timezones maintained, so the subject can't be modified based on one particular responsible employee.
This is the standard system behaviour.
