The notifications generated from workflow rule show time in UTC.

Reproducing the Issue
Pre-requisite - You have configured a workflow rule XYZ(here XYZ is the name of workflow rule) to send notifications to users.
- Login with user ABC(where ABC is an existing user).
- Click on the notifications icon.
- Here notification from workflow rule XYZ show time in UTC.
For workflow rule of type notification, the timestamp is always displayed in UTC. This is the expected behavior.
The changes in the subject of the task notification as per personalized time stamp cannot be adapted, because at task level there is a possibility that for one task instance(i.e. for one particular application task instance) we have multiple responsibles. Action performed by any one responsible can modify the status of the task.
And if all the responsible has different timestamp , subject cannot be modified based on any one particular responsible.
The notifications generated via workflow will display time in UTC.This is the correct system behavior.
