You would like to understand the template behavior in the SAP Cloud fr Customer system, such as which users are allowed to create and edit templates.

Reproducing the Issue
- Navigate to Service work center.
- Navigate to Templates work center view.
The Template Behavior works in the following way for Administrator Users and Non-Administrator Users:
- Can see all templates, regardless of who created them.
- Can edit any template in the system, regardless of who created them.
In addition, only an administrator user can create or edit corporate templates in the system.
To make an user an Administrator, they must have access to the Administrator work center, Service and Social View. View ID SEODSOCIALADMINWCVIEW.
