Symptom
- I cannot find Picklists option/ drop-down in Configure Object Definitions page anymore.
- Picklist Center is visible in the instance even if picklists are not yet migrated.
- Picklist Center is available in my instance along with Picklist Management page.

Reproducing the Issue
Starting b1911 release, Picklist Center has been made available to all the customers, including customers who have not migrated their legacy picklists to MDF yet. Customers can no longer access MDF Picklists from the Configure Objects Definitions page using the Picklists option. Instead, you must use the Picklist Center to manage all your MDF picklists.
If the picklists are not yet migrated to MDF Picklists, admins will get the following message "Legacy picklists have not been migrated yet. To manage them, go to Picklists Management" once they navigate to Picklist Center page. From here, admins also has an option to manage the Legacy Picklists by clicking on "Picklist Management" hyperlink as shown below
Cause
Irrespective of your instance migration status, you will have the page called Picklist Center to handle your MDF picklists starting from b1911 release.
Pre-requisites:
- Instance should have MDF enabled. To enable this, please follow KBA 2379483.
- Ensure that you have necessary permissions to create, update and manage picklists in the instance. Refer to Implementing Picklists guide.
Previously, based on the MDF picklist size, you could either see the older UI for smaller picklists (Configure Object Definitions -> Picklists) or the newer UI for large picklists. (picklists with more than 200 values are large picklists). This large picklist UI page was Picklist Center).
Now all the MDF picklists, whether small or large, are displayed on the new picklist UI, i.e Picklist Center. You will also be directed to the new picklist UI when you create a new picklist. If you are creating a picklist on Extension Center, you must manually add picklists to existing extensions.

Resolution
If your instance has been migrated to MDF Picklist within 7 days, when you reach Picklist Center you will face message “Congratulations, you can now manage all your picklists in Picklist Center.” otherwise if you face message "Legacy picklists have not been migrated yet. To manage them, go to Picklists Management" it means that your instance still has Legacy Picklists.
Message criteria:
- Instance is pre-check pass - existing message "Legacy picklists have not been migrated yet. To manage them, go to Picklists Management"
- Instance is pre-check fail - existing message "Legacy picklists have not been migrated yet. To manage them, go to Picklists Management"
- Instance migrated - new message “Congratulations, you can now manage all your picklists in Picklist Center.”
- Instance migrated > 7 days ago - no message
- Instance migrated < 7 days ago - new message “Congratulations, you can now manage all your picklists in Picklist Center.”
- instance reverted - existing message "Legacy picklists have not been migrated yet. To manage them, go to Picklists Management"
- Instance unknown state - existing message "Legacy picklists have not been migrated yet. To manage them, go to Picklists Management"
NOTE:
1) Large picklists do not open in different UI anymore. Which means the new Picklist Center after 1911 can handle large picklists just as efficiently as it handles the small picklists.
=> Hence, you need not to Import/ Export data for picklists anymore. Any operation that you need to make in picklist or its values can be done via UI easily.
2) If you still want to use Import/ Export for MDF picklist, you can do so via "Import and Export data" page like we do for all other MDF objects.
