2839778 - Cannot create user in Maintain Employee in the starter system or newly requested P system

Symptom

When using Initial Technical User (SAP_CUST_INI) in the starter system or newly requested P system, you cannot create user in Maintain Employees (Fiori app F2288), system error occurs as below:

Determination of Business Partner Role for category BUP003 failed
or
Interval EE does not exist for object BU_PARTNER BUCF
