Symptom
When using Initial Technical User (SAP_CUST_INI) in the starter system or newly requested P system, you cannot create user in Maintain Employees (Fiori app F2288), system error occurs as below:
Determination of Business Partner Role for category BUP003 failed
or
Interval EE does not exist for object BU_PARTNER BUCF
Environment
SAP S/4HANA Cloud - Starter system
SAP S/4HANA Cloud - newly requested P system
Reproducing the Issue
Try to create an employee via Maintain Employees app
Cause
This error is raised because the Business Partner Configuration (SET content) is missing.
This means:
- your starter system does not contain some initial configurations
or
- your P System does not contain the initial configurations from Q system (it is empty).
Resolution
In case of starter system
Open incident on component X4-CBC-CW and refer to this KBA and ask to check the Business Partner Configuration (SET) content.
In case of newly requested P system
You need to complete the cloud standard SET content and cloud configurations for Business Partner. From 1908 release, the transport is completely customer managed. You have to initiate the first transport from Q System via "Proceed to Deploy phase" button in manage your solution app.

Note: To get rid of this issue, you have to initiate the first transport from Q System via "Proceed to Deploy phase" button in Manage Your Solution app. The initial transport will be deployed after business hours (11 PM Local time). Afterwards, you should be able to proceed.
