Why the Location Summary Field "Max. Capacity" does not affect the Maximum Registration number on the Scheduled Offering segment automatically?

Reproducing the Issue
Admins add a Location with a limited capacity to a Scheduled Offering (SO), but the SO's segment Maximum Registration remains the same.
Cause
The Location "Max. Capacity" field is related to the maximum threshold for registration in an offering that is scheduled to take place at this location. If learning administrators schedule a course into this location and then enroll more people into the course than the location's capacity, the administrators are warned but not prevented from exceeding the capacity.

- About the "Maximum Registration" on the Scheduled Offering is the maximum amount of users who must enroll in the scheduled offering (course). The maximum registration prevents instructors from being overwhelmed with too many participants. The maximum registration is usually inherited from the related learning Item so that all instances of the learning item have the same maximum registration.
Resolution
This is expected from Learning. The Max. Capacity of a Location does not change the number of maximum registration source of a Scheduled Offering.
