2831133 - How to display the fields in "Edit Details" section of Dependents Information upfront ?

Symptom

In the Dependents Information portlet only the basic fields will be displayed upfront and when you click on Edit Details, that's the only time that all other available field will be displayed. Is there a way to set those fields in Details section to be visible upfront instead of clicking on the button "Edit Details" ?
