2817129 - The Diagsnotic Agent continues to use TLS 1.1 even with the TLS 1.2 set in the parameters

After install a Diagsnotic Agent on the Windows Server 2016 and set the parameter to use TLS 1.2 as descirbed in this KBA:

2434357 - How to enable TLSv1.2 in the Diagnostics Agents in SAP Solution Manager

The Agent continues to use TLS 1.1 to connect in the Solution Manager.
