When launching the Report Designer Tool (PRD), an error is thrown and the line below is included:
- java.lang.IllegalStateException: Unable to acquire application service. Ensure that the org.eclipse.core.runtime bundle is resolved and started (see config.ini).

Reproducing the Issue
- Launch the Report Designer Tool (PRD)
- Error message is thrown
This error is triggered by an anti-virus scan (e.g. McAfee On-access Scan) on the client machine.
Turn off any anti-virus software, or add an exception rule for the Report Designer Tool (PRD) process.
Note: Depending on how the antivirus software is configured, it may cause latency when using the tool. Hence, please work with your IT department to properly configure your antivirus software for your organizational needs.
