Offer template "Set" condition in configure business rules shows limited fields/ not showing all fields configured in the offer template

Reproducing the Issue
Admin Center > Configure Business Rules > Create New Rule > Select Offer Approval for Base Object
In the "then" condition select "Set"
While creating the rules a user can read all the fields in the template but he can only set the values to the fields which have the write permission.
Add the field ids under "write" permission to the respective user's role in the associated Job Req and Job Application Template for the fields to start appearing in the SET condition while creating rules.
